At the qualify stage, before effort is committed. Coming in days before the deadline limits the work to formatting what already exists.

Do you handle the compliance documents too?

I handle the technical response, compliance matrix and costing. Company registration and statutory documents stay with you — they are yours to certify.

Can you bid as a partner rather than an advisor?

That can be structured, particularly where the tender covers cloud migration or infrastructure that I would be delivering anyway.
